概要 | Dissertation: This doctoral thesis explores the ways shopkeeper-state interactions paradoxically gave shopkeepers civic influence even as it ultimately undercut their independent political action. The history of modern Japanese shopkeepers was informed by its evolving, cooperative relationship with the Home Ministry and its affiliate agencies. By their participation in such neighborhood institutions, Japan’s urban shopkeepers became de facto agents of state efforts to “spiritually register” the urban underclass into modern society. In return, local government authorities showered shopkeepers with low interest finance and tax relief, as well as tacitly allowing shopkeepers’ guilds to continue their price controls and licensing arrangements. |
